<p><strong>Road Closures May 20</strong></p>
<p>          Every year the Kaiser Permanente Colfax Marathon winds through beautiful parts of Lakewood found along the West Colfax Avenue corridor. This year, the marathon will run through the Rocky Mountain College of Art + Design and the classic Glens neighborhood. The marathon on Sunday, May 20 will close Colfax from Sheridan Boulevard to Garrison Street in Lakewood, West 20th Avenue from Pierce to Garland streets, Pierce from Colfax to 20th and Glen Ayr and Glenmoor Drive between Colfax and 20th. No traffic will be allowed on or across closed roads, and Federal Boulevard or Kipling Street should be used to travel north and south through Lakewood until the race is over. <strong><br />
Drought limits lawn watering</strong></p>
<p>         The metro area is in the first stages of a drought, and homeowners need to limit lawn watering to two days a week and take other steps to conserve water. Watering only dry areas in a lawn and decreasing the amount of time for watering each section of the yard by two minutes will also help reduce water use. Watering between 10 a.m. and 6 p.m. is strictly prohibited. Consider water-wise landscaping including both plants and grasses that require less watering and are native to the arid West. Jewell Ave.</p>
<p><strong>Dog Vaccination &#038; License Clinc May 16</strong></p>
<p>        The next low-cost vaccination and dog licensing clinic will be 4-6 p.m. on Wednesday, May 16 at the gazebo in Forsberg/Iron Spring Park, 16200 W. Alameda Parkway. Lakewood&#8217;s Animal Control Unit, along with the Foothills Animal Shelter, are providing these clinics throughout the year. For more information on the event, please call (303) 987-7114.</p>
<p><strong>Green Mt. Rec. Center Closed May 7 &#8211; June 3</strong></p>
<p>         Green Mountain Recreation Center, 13198 W. Green Mountain Dr., will be closed from Monday, May 7 to Sunday, June 3 to complete several projects at the facility. The projects include replacing locker room floors, the heating and air conditioning system in the pool area and restoring the final two racquetball courts. Green Mountain neighborhood residents are encouraged to visit one of the City&#8217;s other recreation centers listed at www.Lakewood.org/recreation. </p>
<p><strong>Water Board Election Results</strong></p>
<p>               The Green Mountain Water and Sanitation District held an election for two members to its five member Board of Directors on May 8.   The results were:  Kenneth J Kroneberger &#8211; 203,  Carl Mulay &#8211; 109,  Lewis Short &#8211; 103, Mike Rohr &#8211; 62,  Cristin Jones &#8211; 38, Terri Kay Eaton &#8211; 27,  Chris Bruhl &#8211; 20,  Michael Sapp &#8211; 11, Richard Steeves &#8211; 10,  Chris Jones &#8211; 9,  Joel Zachrich &#8211; 7, Michael Hylden &#8211; 7, Alan Brown &#8211; 6, John Robert Frels &#8211; 5, Liam Noeilles &#8211; 4, Doug Camrud &#8211; 2 and Tim Bonzer &#8211; 1.</p>
<p><strong>News From City Hall</p>
<p>  Smoking Rules Go Into Effect May 12      </strong>       </p>
<p>           Lakewood&#8217;s new rules are:  (1) No smoking wihin 25 feet of any public building entrances,  (2) No Smoking signs required at all public entrances,  (3)  Smoking is prohibited on playgrounds, swimming areas, skate parks, athletic fields, picnic shelters, tennis courts and similar locations in outdoor areas of City parks as well as festival grounds or places where people congregate to partake in City events or outdoor concerts.<br />
         Also (4) Smoking is prohibited at transit stops including light-rail platforms and bus stops, (5) New hookah bars are prohibited from opening and prohibited from opening within a liquor-licensed premise, (6) New cigar-tobacco bars are prohibited from opening, and existing cigar-tobacco bars are prohibited from expanding or relocating.</p>
<p>         In addition (7) Tobacco businesses cannot open in any bar, tavern or restaurant, (8) Anyone under age 18 is prohibited from entering a tobacco business, a hookah bar or cigar-tobacco bar, and (9) Smoking in outdoor areas of any business including patios of liquor-licensed businesses is allowed, and smoking in outdoor areas of golf courses is allowed.</p>
<p><strong>Lakewood Giving Away Mulch</strong></p>
<p>        Lakewood&#8217;s Urban Parks Division will provide free mulch to residents from 8 a.m. to 4 p.m. on Saturday, May 12 and Saturday, June 2 at the City Greenhouse (9556 W. Yale Ave.)  The mulch came from storm damage last fall, and the City has an abundance of quality mulch available. Staff will be available on all three days to help load the material. <p><strong>Public Input to Proposed Zoning Rules     </strong></p>
<p>          Two upcoming open houses will allow residents to view proposals for mixed-use commercial and industrial uses and new concepts in the revisions for the Zoning Ordinance. The open houses will be 5-7 p.m. on Tuesday, May 22 at City Hall, 480 S. Allison Parkway and 10-noon on Thursday, May 24 at City Hall.  Both open houses will cover the same material and allow residents the option of attending the one that best suits their schedules. Zoning affects how properties are used and how the city develops and evolves over time. The city is revising the Zoning Ordinance for the first time in 30 years, and the effort is intended to create a more sustainable and vibrant community.<br />
<strong><br />
Rules for Owners Adjacent to Parks </strong></p>
<p>         Owners of real property adjacent to City parks may, where necessary to mitigate against the danger of wildfire, enter onto City park land for the purpose of maintaining and controlling vegetation, including but not limited to mowing, raking grasses and ground cover or removing, trimming, pruning or otherwise reducing shrubs, bushes, trees and other vegetation, in the area on City park land within ten (10) feet of the owner&#8217;s property line. Property owners must abide by the following stipulations:</p>
<p>    1.  Pre-approval is required for the removal of trees over three (3) inches in diameter.</p>
<p>    2.  No clearing of vegetation down to mineral soil.</p>
<p>    3.  No landscaping or other improvement will be allowed on City property.</p>
<p>       Owners who choose to undertake any activities on City park land do so at their own risk, and are subject to the same rights and responsibilities as other users of City property.</p>

<p><strong>Loan Program for Small Business</strong></p>
<p>       &#8220;If this program existed in 1988, my life would have been a lot happier and probably more successful,&#8221; said Colorado Gov. John Hickenlooper. What was the governor talking about? It&#8217;s www.SmallBizLending.org the website that Colorado Bankers Association launched two months ago. It&#8217;s a one-stop resource for small businesses in Colorado that helps them find access to capital and funding for their businesses. The site houses various lending and educational resources to help small businesses in Colorado prepare and put their best effort forward when approaching a lender.</p>

<p>           Do you know a teenager who mows lawns regularly? What about someone who babysits a lot and advertises? Any neighborhood kids around that sell cupcakes or greeting cards? <p>             Lakewood On Parade is back again this summer, hosting a FIREWORKS Festival from 3 to 10 p.m. on Tuesday, July 3 at the Jefferson County Sports Stadium. The event is currently seeking sponsorships and business vendors for the event. If you are looking for an affordable way to promote your business to thousands of local residents, more than 8,000 people attended the event last year, and more is expected this year. Get Rewards for Cleaning Our Air</strong></p>
<p>         Get rewarded for your pledge to reduce two car trips each week! The City of Lakewood and the Regional Air Quality Council are teaming up to reward Lakewood residents who help make the air cleaner. Last year, the program eliminated more than 300,000 vehicle miles traveled. Never taken the bus? Does your bike need a tuneup? The Every Trip Counts program will reward the first 1,000 participants, giving them the choice of a bike shop gift certificate or a pack of RTD bus passes. <p>History Essay Contest</strong></p>
<p>     The Lakewood Historical Society is offering a cash prize for the best essay about Lakewood history (less than 3000 words). <p><strong>West Metro Fire Rescue Foundation Fundraiser May 17</strong></p>
<p>      The West Metro Fire Rescue Foundation is working to raise funds to build a replica of the historic Lakewood-Mountair Fire Station No. 1 at the Lakewood Heritage Center. The foundation&#8217;s goal is to raise $100,000, and the next fundraising event is 5-7 p.m. on Thursday, May 17 at the Heritage Center, 801 S. <p>Elks Club hosts special tribute to veterans May 20</strong></p>
<p>          The Lakewood Elks 1777 Lodge is hosting a public event to honor veterans. The special tribute is 12:30-4:30 p.m. on Sunday, May 20 at the lodge, 1455 Newland St. The John Philip Sousa Band of Colorado will play, and special guest speakers are Carron Barella, author of &#8220;More than 36 Days,&#8221; and Joe Weinmeier, who is the subject of the book. Sloppy joes with chips will be served until 2:30 p.m. for $5 a plate. Proceeds from the event benefit the club&#8217;s &#8220;Adopt-A-Veteran&#8221; program. Inspire Arts Week June 6 &#8211; 12</strong></p>
<p>        The City of Lakewood will host INSPIRE Arts Week Lakewood from Wednesday, June 6 to Saturday, June 16 with a broad array of free and discounted events presented by art and cultural organizations throughout the city. This 11-day event will encourage local residents to get out and experience Lakewood&#8217;s heritage, culture and arts. &#8220;This year will be bigger and better than last year, with some new participants. 			<content:encoded><![CDATA[<p><strong>Meet Green Mtn. Water Board Candidates April 14</strong><br />
On Saturday (April 14) you can meet the candidates running for election to the Green Mountain Water District Board of Directors.  The Ward 4 town hall will start at 9:30 a.m. at the Green Mt. Presbyterian Church (Mississippi &amp; Alameda).  Refreshments and drinks will be served.</p>
<p><strong>Good News Breakfast April 17  </strong><br />
This year&#8217;s annual Good News Breakfast will be Tuesday, April 17 at 6:59 a.m. at the Jeffco Fairgrounds.  The purpose of the Good News Breakfast is to promote a sense of community, enhance and reaffirm spiritual values and recognize the good things happening in Jefferson County. Volunteers from business, human services, religious, education and government organize the annual event, which traditionally draws over 500 people.</p>
<p><strong>Foothills Elem. School Fun Run &amp; Carnival April 21</strong><br />
On Saturday, April 21, Foothills Elementary School (13165 W Ohio Ave.) will host a Fun Run and Carnival open to the community. The cost of the Fun Run is $20 per person or $30 for a family. Sign in is at 9:45am, and the 5K run/walk begins at 10:30am. The Carnival starts at noon and goes until 2pm. Wristbands are on sale for $8, which covers all games, bounce house, and prizes. Food will be available for an additional cost. In addition to the games and bounce house, there will be race cars from Bandimere Speedway and a fire truck from West Metro Fire. Children must be accompanied by an adult.</p>
<p>The school is looking into the possibility of working with the city and the community to enhance the baseball field east of the school.  As part of the fundraising effort I will be offering to match any individual donors.  Contact me if you would like more information.</p>
<p><strong>Events to Celebrate Earth Day</strong></p>
<p><strong>Thursday, April 19</strong></p>
<p>Sustainability Swap &#8211; Do you have any unwanted, gently used goods that you want to get rid of? Are you looking for any gently used items? Then join us for our sustainability swap. Drop-off will be 7:30-10 a.m., and the swap will be noon-3 p.m. at the Lakewood Cultural Center&#8217;s Community Room, 480 S. Allison Parkway. Clothes will be accepted for donation, but not for the swap.</p>
<p>Whole Foods Belmar Fundraising Day &#8211; Whole Foods at Belmar will donate 5 percent of the store&#8217;s sales from April 19 for trail work at Bear Creek Lake Park. Lakewood&#8217;s Urban Parks Division also will be at the store, 444 S. Wadsworth Blvd., from 10 a.m. to 2 p.m. to answer questions about gardening.</p>
<p>Moms and Babies of Bear Creek Green Belt &#8211; Join Park Naturalist Jody Morse as she discovers the wonders of spring along Bear Creek with a walk around the ponds and creek to catch a glimpse of a baby owl, fox or even frogs. Weather permitting, the walk will end with a marshmallow roast, 6:30-8:30 p.m., Bear Creek Lake Park, 15600 W. Morrison Road. Register by calling (303) 697-6159 by April 16.</p>
<p><strong>Saturday, April 21</strong><br />
Spring into Green Expo &#8211; Lakewood is hosting a wide array of activities and learning opportunities for the entire family. There will be great demonstrations, a kids&#8217; zone and much more. Booths will include government agencies, nonprofits, and environmentally conscious local vendors, 10 a.m.-3 p.m., Lakewood Heritage Center, 801 S. Yarrow St.</p>
<p><strong>Saturday, May 5</strong><br />
Earth Day in May Festival at Bear Creek Lake Park includes live music, food for purchase, educational booths, a climbing wall, Hawk Quest with their live birds of prey and live animals to pet from the park&#8217;s horse stables. Also volunteer to work on a small trail and garden project. The festival is 9 a.m.-1 p.m. with the trail and garden project available from 10 a.m. to noon at Bear Creek Lake Park, 15600 W. <p><strong>Public meeting 4/24 on CCU rezoning proposal</strong><br />
Colorado Christian University has applied to rezone its property to Planned Development to accommodate a campus expansion. University officials will meet with the neighborhood at 6 p.m. on Tuesday, April 24 at CCU&#8217;s Beckman Center, 8787 W. <p><strong>Taste of the West April 26</strong><br />
The West Chamber&#8217;s annual Taste of the West will be held Thursday, April 26 from 5 to 8 p.m. at the Terrace Gardens Event Center at Ken Caryl, (11851 Shaffer Drive in Littleton).  Enjoy food from many local restaurants, music, cash bar, food and wine sampling, silent auction and festivities. $25 pp in advance and $35 at the door. <p><strong>Update on 2090 Wright St. Re-zoning Proposal</strong><br />
At press time the proposal to rezone 2090 S. Wright St. to permit construction of a school for the deaf will be considered by the Lakewood Planning Commission on May 3 at 7 pm in the City Council chambers (470 S. Allison Pkwy.)  Public input will be taken.  If approved by Planning Commission, the proposal will go to City Council for 1st reading on on June 11 (no public comment) and a second reading with public comment and vote on June 25.</p>

<p><strong>City Council Passes Smoking Restrictions April 9</strong><br />
* The smoking ordinance increases the smoke-free perimeter around entryways to 25 feet from 15 feet, and it requires the perimeter to be in place at all entryways to a building, not just the main entryway. An entryway is defined as every public entrance.</p>
<p>* It requires signs at all entryways showing that there is a 25-foot smoke-free perimeter at entryways. The City Council passed an amendment that gives the City discretion on requiring multiple signs and entryway perimeters at multiunit properties where perimeters could overlap.</p>
<p>* It prohibits the opening of any new hookah bars after the effective date of the ordinance and prohibits any hookah bar within liquor-licensed premises. It defines a hookah bar as an establishment where patrons smoke tobacco or similar products from a communal hookah, nargile or similar device. Existing hookah bars are on the list of exemptions to the smoking prohibitions in the new law.</p>
<p>* It prohibits the opening of any new cigar-tobacco bars after the effective date of the ordinance. It also prohibits the expansion or relocation of existing cigar-tobacco bars.</p>
<p>* It prohibits any tobacco business from opening in any bar, tavern or restaurant.</p>
<p>* It prohibits anyone under age 18 from entering a tobacco business, a hookah bar or cigar-tobacco bar.</p>
<p>* It prohibits smoking on playgrounds, swimming areas, skate parks, athletic fields, picnic shelters, tennis courts and similar locations in outdoor areas of parks as well as festival grounds or places where people congregate to partake in City events or outdoor concerts.</p>
<p>* It prohibits smoking at transit stops including light-rail platforms and bus stops.</p>
<p>* It allows smoking in outdoor areas of any business including patios of liquor-licensed businesses and now specifically allows smoking in outdoor areas of golf courses. The wording of the ordinance actually exempts these outdoor areas from the smoking prohibitions.</p>
<p>* The effective date of the new ordinance is May 12.</p>

<p><strong> Wright St. Rezone Neighborhood Meeting April 3</strong></p>
<p>A second neighborhood meeting will be held regarding the request to rezone the property at 2090 S. Wright St. from Planned Development (PD) to Small Lot Residential (2-R) to allow for a new school campus constructed by the Rocky Mountain Deaf School.</p>
<p>The meeting is Tuesday, April 3 at 6:30 p.m. at the Green Mtn. High School Auditorium. The purpose of this meeting is to provide neighbors and nearby neighborhood organizations the opportunity to: (a) get information about the proposed zoning from the applicant, (b) hear from the City staff regarding the rezoning process and frequently asked questions, and (c) ask questions about the proposal.</p>

<p><strong>State Legislators Townhall Saturday</strong></p>
<p>Our state legislators will hold their April Town Meeting this Saturday, April 7 from 9:30 to 11 a.m. at the Lakewood Cultural Center (480 S. Akkison Pkwy.)</p>
<p><strong>Water Board Election in May</strong></p>
<p>The Green Mountain Water and Sanitation District will hold an election for two members to its five member Board of Directors. The election is Tuesday, May 8. You can meet all the candidates at a special forum sponsored by Adam Paul and David Wiechman at their April 16 townhall meeting at 9:30 a.m. at the Green Mtn. Presbyterian Church (Mississippi and Alameda).<br />

<p><strong>Smoking Rules Voted On April 9   </strong></p>
<p>After more than a year of study, the Lakewood City Council will vote on proposed changes to the city&#8217;s rules regulating smoking in public places. The meeting will be 7 p.m. on Monday, April 9 in the City Hall (470 S. Allison Pkwy.) Council Chambers. The public is invited to offer three-minute input (each individual) at this time.<br />

<p><strong>Lakewood Giving Away Mulch</strong></p>
<p>The City of Lakewood Urban Parks Division will be providing free mulch to residents from 8 a.m. to 4 p.m. on April 7, May 12 and June 2 at the City Greenhouse, 9556 W. Yale Ave. The mulch was generated from the fall storm damage, and we have an abundance of quality mulch available. Staff will be available on all three days to help load the material. <p><strong>Rules for Owners Adjacent to Parks</strong></p>
<p>Owners of real property adjacent to City parks may, where necessary to mitigate against the danger of wildfire, enter onto City park land for the purpose of maintaining and controlling vegetation, including but not limited to mowing, raking grasses and ground cover or removing, trimming, pruning or otherwise reducing shrubs, bushes, trees and other vegetation, in the area on City park land within ten (10) feet of the owner&#8217;s property line. Property owners must abide by the following stipulations:</p>
<p>1.  Pre-approval is required for the removal of trees over three (3) inches in diameter.</p>
<p>2.  No clearing of vegetation down to mineral soil.</p>
<p>3.  No landscaping or other improvement will be allowed on City property.</p>
<p>Owners who choose to undertake any activities on City park land do so at their own risk, and are subject to the same rights and responsibilities as other users of City property.</p>

<p><strong>Spring Into Green Expo April 21</strong></p>
<p>The City of Lakewood is hosting the Spring into Green Expo on Saturday, April 21 from 10 a.m. to 3 p.m. at city hall.  The one-day event will showcase companies, agencies and organizations that provide products, services, resources and information for attendees to make more sustainable choices.</p>
<p><strong>Taste of the West April 26</strong></p>
<p>The West Chamber&#8217;s annual Taste of the West will be held Thursday, April 26 from 5 to 8 p.m. at the Jeffco Fairgrounds (15200 W. 6th Ave.). <p>Some say the defining issue of the 2012 election will be the size and role of government in our lives. <p><strong>Good News Breakfast April 17  </strong></p>
<p>This year&#8217;s annual Good News Breakfast will be Tuesday, April 17 at 6:59 a.m. at the Jeffco Fairgrounds.  The purpose of the Good News Breakfast is to promote a sense of community, enhance and reaffirm spiritual values and recognize the good things happening in Jefferson County. Volunteers from business, human services, religious, education and government organize the annual event, which traditionally draws over 500 people.</p>
<p><strong>LWV Annual Mtg. April 25</strong></p>
<p>League of Women Voters is sponsoring their annual meeting on April 25 from 10:30 am to 2:30 pm at the Lakewood Country Club (6800 W. 10th).  The featured speaker will be School Board President Lesley Dahlkemper.  Cost is $25/person, call 303-238-0032 for details.</p>
<p><strong>Free tax preparation help for veterans, others</strong></p>
<p>Liberty Tax Service offices nationwide have started its National Appreciation Weeks. During the next six weeks, the company will waive the tax preparation fees for military members and veterans, teachers, police and firefighters, hospital workers, healthy living advocates and volunteers and nonprofits. Check with the local office of Liberty Tax Service to find out the dates for the service.</p>
<p><strong>Youth Leadership Jeffco Seeks High School Leaders</strong></p>
<p>Applications are currently being accepted for the 2012-13 Youth Leadership Jefferson County (YLJC) class. The application deadline is Monday, May 7. YLJC is an innovative program designed to develop the leadership potential of high school students in Jeffco. This program gives students a chance to interact with community leaders and institutions, explore career options, experience leadership, network with other students, and broaden their perspectives on community issues. <p>Lakewood will hold a public hearing at 7 pm Thursday, March 15 to consider Solterra LLC&#8217;s request to approve a Phase 1 Final Development Plan (FDP) for the southern and western portions of Planning Area 6 of the Solterra West Official Development Plan (ODP), southern portion of the Central Corridor, and north half of West Yale Avenue in order to plat for single-family lots and construct a regional detention pond and the northern half of West Yale Avenue.</p>
<p><strong>Public Invited to Meet Jeffco Commmissioners</strong></p>
<p>Jefferson County Commissioners have agreed to meet residents on Wednesday morning, March 14, to discuss some of the challenges the county is facing. The Jeffco League of Women Voters has arranged this meeting from 9 to 10 a.m. at the Jefferson County Administration and Court Facility, Hearing Room 1, 100 Jefferson County Parkway, Golden, CO 80419. The public is invited and is welcome to submit questions to the commissioners as time permits. Please plan to arrive by 8:45 a.m.</p>
<p>From encouraging small business, to learning about the new Audit Committee, to concerns about the benefit to taxpayers from the Jefferson Economic Council &#8212; we&#8217;ll put our toughest questions to our commissioners. <p><strong>Police Tips to Avoid Income Tax Fraud</strong></p>
<p>The Lakewood Police Department has some basic tips to prevent residents from becoming victims of fraud when filing their income tax returns. The tips include not using any public wireless Internet networks to either prepare or file tax returns and never using public wireless networks to transmit any personal, banking or other sensitive information. Police also recommend against faxing financial information to a preparer or anyone else.<br />
Any e-mail supposedly coming from the Internal Revenue Service or any official-sounding organization such as the &#8220;Office of Professional Responsibility&#8221; asking for personal information or providing a link to another site should be treated as fake and deleted.<br />
As with any outgoing mail, place it in a secure U.S. Postal Service &#8220;blue box&#8221; or give it directly to a postal worker. Do not leave outgoing mail in an unsecured mailbox. For answers to other questions, contact the Lakewood Police Department&#8217;s Economic Crime Unit at (303) 987-7270.</p>
<p><strong>Dog vaccination, license clinic March 21</strong></p>
<p>Lakewood&#8217;s Animal Control Unit, along with the Foothills Animal Shelter, will have low-cost dog vaccinations and dog licensing clinics throughout the year. The first one will be 4-6 p.m. on Wednesday, March 21 at 870 Parfet St. in Lakewood. For more information on the event, please call (303) 987-7114.</p>
<p><strong>BEST in economic development, international trade</strong></p>
<p>Colorado has recently kicked off numerous programs to help small businesses. Hear from Ken Lund, executive director of the state Office of Economic Development and International Trade, as well as Kelly Manning, state director of the Small Business Development Center, at a session from 11:30 a.m. to 1 p.m. on Friday, March 23, at the Golden Hotel, 800 11th St. in Golden. The cost is $20 a person, which includes lunch. This event is a Business Education Series Training (BEST) course, and it meets the requirements for Lakewood&#8217;s Small Business Academy. <p><strong>Everyone can participate in marathon events</strong></p>
<p>Start and finish at the official Colfax Marathon line by running the race that&#8217;s for everyone. Join the 2012 Bellco Colfax 5K on Saturday, May 19. It starts at 9 a.m. and takes place in Denver&#8217;s City Park, kicking off the Kaiser Permanente Colfax Marathon weekend with a race for everyone. Seasoned runners can strive for personal bests, or newer runners can jog and walk at their own pace. The Bellco Colfax 5K also has a separate start for walkers, kids and families, and a one mile shortcut. All participants receive a race T-shirt, and there will be music and delicious finish line food provided by Garbanzo&#8217;s. The race also is part of the DaVita Charity Partners program through which nonprofits recruit runners to raise funds for their cause. Online registration is open at www.runcolfax.org.</p>
<p><strong>Earth Day Celebration April 21</strong></p>
<p>Lakewood will celebrate Earth Day with its annual expo, which is called Spring into Green this year. It will be 10-3 p.m. on Saturday, April 21 at Lakewood&#8217;s Heritage Center, 801 S. Yarrow St. This one-day will showcase companies, agencies and organizations that provide products, services, resources and information for residents and businesses to make more sustainable choices. <p><strong>State Legislators Townhall Saturday Focus on School Cuts  </strong></p>
<p>Our state legislators will hold their March Town Meeting this Saturday, March 3 from 9:30 to 11 a.m. at the Lakewood Cultural Center (480 S. Akkison Pkwy.)  The meeting will focus on Jeffco Schools &#8211; Budget Cuts and Future Options with Lesley Dahlkemper, Jeffco School Board President and Cindy Stevenson, Jeffco School Superintendent.</p>
<p><strong>Political Caucuses Tuesday Mar6, 7</strong><br />
The Democrats will be holding their political caucuses to help select their candidates on Tuesday, March 6 at 7 pm in various locations.</p>
<p><strong>Vendors Needed for Farmers Market  </strong><br />
The U.S. General Services Administration at the Federal Center is gearing up for another successful year of hosting the only weekday farmers market in Lakewood.  This will be the third year for the market, which will be 11-1 p.m. every Thursday starting in mid-June and running through early fall. GSA is currently accepting applications from vendors interested in having a booth at the 2012 Federal Center farmers market.  Details and applications are available for download and submission at www.gsa.gov/dfcfarmersmarket.</p>

<strong>Smoking Restrictions to be Considered</strong><br />
The City of Lakewood currently follows the state&#8217;s rules regarding smoking in public places.  As a home rule city, Lakewood has the right to strengthen rules on public smoking.  The City Council will be considering the recommendations of a special committee that looked into this issue. <p><strong>Sustainability Award nominations needed</strong></p>
<p>Do you know anyone who has launched a project to cleanup a park, encourage recycling or has built an innovative building with sustainable techniques? If so, nominate that person, company or organization for Lakewood&#8217;s 2012 Sustainability Awards.  The deadline for submitting a nomination has been extended to Friday, March 9.</p>
<p>The annual Sustainability Award is the top honor the City gives to nonprofits, businesses, youth and others for projects and initiatives that promote a more sustainable Lakewood.  Awards are given in three categories: Community Sustainability, Defender of the Plant for youth and Bruce Peoples Eco-Employee for city of Lakewood employees. <p>Lakewood established the awards five years ago in celebration of Earth Day and to further the sustainability goals outlined in Lakewood&#8217;s Comprehensive Plan by recognizing community members who are instituting sustainable practices.</p>
<p>Applicants will be evaluated on achievement in one or more of the following areas: climate change, innovation in environmental technology, preservation of ecology and biodiversity, green design, waste reduction and recycling.  This year, the committee is especially looking for nominations that foster community health, citizen engagement and quality of life improvements.  Applicants also must meet the goals of Lakewood&#8217;s Comprehensive Plan, have a positive impact and embrace innovation.</p>
<p>The Employees&#8217; Committee for a Sustainable Lakewood, in conjunction with Lakewood City Council, will present the awards at the April 9, 2012, Regular City Council Meeting in the Council Chambers, 480 S. Allison Parkway, to kick off Lakewood&#8217;s Earth Week celebrations.  A Sustainability Garden ribbon-cutting ceremony and reception will also be part of the night&#8217;s festivities.</p>

<strong>Free Seminar on Business Taxes March 21</strong><br />
The City&#8217;s next set of free seminars on sales, use and construction taxes for businesses will be Wednesday, March 21 at Lakewood City Hall, 480 S. Allison Parkway. <p><strong>Jeffco YouthWorks Young Adult Job Fair March 6</strong></p>
<p>Jeffco YouthWorks is seeking businesses to attend their Young Adult Job Fair on Tuesday, March 6 from 1:30 to 5:30 p.m. at Jeffco Fairgrounds, 15200 W. 6th Avenue.<br />
This hiring event is a no-cost way to recruit and support the youth in our community and to meet with and hire qualified workers. <p><strong>Take a journey down the Silk Road March 22</strong></p>
<p>Both magic and mayhem existed on the legendary Silk Road. Traders and warriors traveled by camel and foot to transport precious cargo, engage in battle and trade in their fascinating customs and cultures. On Thursday, March 22 at 7:30 p.m., follow the &#8220;golden road&#8221; of trade while sitting in the comfort of the intimate 316-seat theater at the Lakewood Cultural Center, 470 S. <p><strong>Free Legal Help Available  </strong></p>
<p>The Access to Justice Committee, which is part of the First Judicial Bar Association, provides free legal clinics at the Jefferson County Courts Facility, 100 Jefferson County Parkway in Golden.  On the first Wednesday of every month from 5:30 to 8 p.m., residents can attend a clinic on collections of court judgments. On the second Wednesdays of every month from noon to 1:30 p.m., residents can attend a clinic on filing for divorce or legal separation without the assistance of an attorney.  On the last Thursday of every month from 6:30 p.m. to 8:30 p.m., residents can attend a clinic for information on enforcement or modification of court orders in domestic relations cases.  No reservations are required.  For more information, call (303) 919-3553.</p>
<p><strong>Free tax preparation help for veterans, others</strong></p>
<p>Liberty Tax Service offices nationwide have started its National Appreciation Weeks. During the next six weeks, the company will waive the tax preparation fees for military members and veterans, teachers, police and firefighters, hospital workers, healthy living advocates and volunteers and nonprofits. Check with the local office of Liberty Tax Service to find out the dates for the service.</p>

This year&#8217;s annual Good News Breakfast will be Tuesday, April 17 at 6:59 a.m. at the Jeffco Fairgrounds.  The purpose of the Good News Breakfast is to promote a sense of community, enhance and reaffirm spiritual values and recognize the good things happening in Jefferson County. <p><strong>Trolley Car #25 Listed on Historic Register.</strong><br />
The Denver &amp; Intermountain Railroad Interurban No. 25 (Trolley #25) has officially been listed on Colorado&#8217;s State Register of Historic Properties.  Currently located on the Denver Federal Center, the trolley car is slated to eventually be located at the RTD&#8217;s Oak Street Light Rail station.</p>
<p><strong>State of the City Lunch Feb. 29</strong><br />
This year&#8217;s annual State of the City luncheon is at 11:30 p.m. on Wednesday, February 29 at the Sheraton Hotel, 360 Union Blvd. Lakewood Mayor Bob Murphy&#8217;s annual speech will have an added element this year as he hopes to inspire the community to find new ways to solve some of the most difficult issues facing older adults, families and children today. The luncheon is a great way to help raise money for the Lakewood Foothills Rotary Club to fund youth scholarships and other programs in the city. <p><strong>Vendors Needed for Farmers Market  </strong><br />
The U.S. General Services Administration at the Federal Center is gearing up for another successful year of hosting the only weekday farmers market in Lakewood.  This will be the third year for the market, which will be 11-1 p.m. every Thursday starting in mid-June and running through early fall. <p><strong>Smoking Restrictions to be Considered</strong><br />
The City of Lakewood currently follows the state&#8217;s rules regarding smoking in public places.  As a home rule city, Lakewood has the right to strengthen rules on public smoking.  The City Council will be considering the recommendations of a special committee that looked into this issue. You can view the committee&#8217;s report and recommendations online at: lakewood.org/citycouncil/2010/11-15-10s/Draft%20Recommendation.pdf.</p>
<p><strong>You can also comment online at the www.lakewood.org home page.</strong></p>
<p>There will be a televised study session reviewing the committee&#8217;s report and recommendations on Monday, February 6 starting at 7 pm. Public input will NOT be taken at this meeting. The City Council will likely consider this issue &#8211; including a chance for public comments &#8211; within the next couple months.</p>
<p><strong> Historical Preservation Open House Feb. 23  </strong></p>
<p>The next community open house for the Historic Preservation Plan is scheduled for February 23, 2012, from 6:30 &#8211; 8:00 p.m., at Lakewood&#8217;s Heritage Center.  This open house will provide the opportunity for the community to review and comment on the proposed goals for the Historic Preservation Plan.</p>
<p><strong>Sustainability Award nominations needed</strong><br />
Do you know anyone who has launched a project to cleanup a park, encourage recycling or has built an innovative building with sustainable techniques? If so, nominate that person, company or organization for Lakewood&#8217;s 2012 Sustainability Awards.  The deadline for submitting a nomination is Friday, March 2.</p>
<p>The annual Sustainability Award is the top honor that the City gives to nonprofits, businesses, youth and others for projects and initiatives that promote a more sustainable Lakewood.  Awards are given in three categories: Community Sustainability, Defender of the Plant for youth and Bruce Peoples Eco-Employee for city of Lakewood employees. Nomination forms and additional information can be found online at www.Lakewood.org/green.</p>

<p>Lakewood established the awards five years ago in celebration of Earth Day and to further the sustainability goals outlined in Lakewood&#8217;s Comprehensive Plan by recognizing community members who are instituting sustainable practices.</p>
<p>Applicants will be evaluated on achievement in one or more of the following areas: climate change, innovation in environmental technology, preservation of ecology and biodiversity, green design, waste reduction and recycling.  This year, the committee is especially looking for nominations that foster community health, citizen engagement and quality of life improvements.  Applicants also must meet the goals of Lakewood&#8217;s Comprehensive Plan, have a positive impact and embrace innovation.</p>
<p>The Employees&#8217; Committee for a Sustainable Lakewood, in conjunction with Lakewood City Council, will present the awards at the April 9, 2012, Regular City Council Meeting in the Council Chambers, 480 S. Allison Parkway, to kick off Lakewood&#8217;s Earth Week celebrations.  A Sustainability Garden ribbon-cutting ceremony and reception will also be part of the night&#8217;s festivities.</p>
<p><strong>Crime alerts, maps available online</strong><br />
The Lakewood Police Department has launched &#8220;RaidsOnline,&#8221; a new free way for residents to sign up for crime alerts as well as look at maps and analysis of crime information. Residents and business owners can choose which types of crimes they would like to receive alerts about. <strong>Medical Research Company Opens Local Office</strong><br />
According to Ed Sealover of the Denver Business Journal (Jan. 30, 2012), &#8220;Colorado Economic Development Commission (EDC) voted Monday to approve nearly $120,000 in incentives for DaVita Inc. to build a research facility in Lakewood for which it plans to hire 58 employees.</p>
<p>The vote follows the dialysis center operator&#8217;s confirmation last week it has chosen the St. Anthony Hospital campus as the location for its second U.S. research center.  The research center is scheduled to open in the third quarter of 2012.</p>
<p>The center, which will go in one of two medical office plazas under construction on the campus, is expected to employ high-paying executives and medical professionals.</p>
<p>Lakewood city officials already have approved a sales- and use-tax rebate on construction materials said to equal to roughly 75 percent of the costs of such materials.</p>
<p>The EDC vote grants to DaVita job-creation incentives enacted by the state in 2009. Those tax credits are equal to half the amount the company owes in federal Social Security and Medicare taxes on each job it creates that pays at least 110 percent of the average county wage.</p>

<p><strong>Spay Day Feb. 4 &amp; 11 at Foothills Shelter  </strong><br />
Foothills Animal Shelter, the pet community&#8217;s resource, is participating in the national awareness campaign for Spay Day with two spaying clinics, one on Saturday, Feb. 4 and one on Saturday, Feb. 11. The clinics will be at the shelter, 580 McIntyre St., and neutering for dogs will cost $65 and spaying will cost $75. For cats, the cost will be $40 for either spaying or neutering. <p><strong>LWV Discussion of Hydro-Fracturing Feb . 22</strong><br />
League of Women Voters is sponsoring a public discussion of hydro-fracking on Wednesday, Feb. 22 from 7 to 9 pm at the Clements Community Center (1580 Yarrow St.).  There will be representatives from the Colorado Oil and Gas Conservation Commission, the Oil and Gas Industry and the Colorado Environmental Coalition.  After a panel discussion, there will be a question-and-answer session.</p>
<p>Explore the issues and answer your questions about the practice of hydraulic fracturing (fracking), a method used to release trapped gas and oil from the land. Topics will include:<br />

City Council members from Ward 1 and 2 and the Lakewood Police Department host quarterly community forums to discuss specific topics with residents. Neighbors, friends and families are invited to attend to talk with City Council members Karen Kellen, Ramey Johnson, Cindy Baroway and Scott Koop and with Lakewood Police agents. The first meeting in 2012 is 6:30-8 p.m. on Tuesday, Feb. 21 at the Clements Community Center, 1580 Yarrow St. Volunteering is the topic, and information on how to volunteer and what the opportunities are in the Police Department will be covered. </a>Churches are well known for their commitment to charitable good works and community service.  A church in Lakewoods Green Mountain area has taken their service to a new higher level with a renewable energy project that is designed to power the churchs needs from the sun.  Earlier this year, Lakewood Church of Christ at 455 S. Youngfield St. became the first church in the area to be completely solar-powered.</p>

<p>shown the 351 solar panels installed on the roof a few months earlier.  Reg Cox, Church Minister, Gary Southern, a church elder as well as a principle in WeatherizationPRO and Doug Wells, President of Renewable Energy Ventures LLC, accompanied the councilor on his tour.</p>
<p>Mr. Wells company provided the financing for the project that ended up costing the church nothing in upfront, out-of-pocket costs and the church&#8217;s subsequent electricity costs will be fully recouped from the future sale to Xcel of the electricity produced by the project.    The net result is the church saves utility costs thus freeing up funds for the church&#8217;s ministry while reducing the church&#8217;s carbon footprint to near zero.</p>

<p>The installation was conducted by City Electric who installed the panels in arrays that can stand up to 70 mph winds without any penetrations of the roof surface.  Transformers on the side of the building convert the electricity produced to Xcel&#8217;s distribution system.</p>
<p>Lakewood Church of Christ is also a leader in Lakewood&#8217;s Regional Council of Churches; often hosting meetings at its scenic overlook on the south side of the hill the church sits on.</p>

			<content:encoded><![CDATA[<p><strong>Open space, parks, arts, culture and other amenities are reasons people move to a community but it is the lack of public safety that causes people to leave. Knowing this simple truth, I (and the rest of city council) give public safety our top priority.</strong></p>
<p><strong>To improve my knowledge of police operations and the challenges law enforcement faces I recently completed the Lakewood Citizens Police Academy. In addition to the high level of training officers receive, the professionalism Lakewood achieves and the respect officers are taught to give citizens, there are a couple things I don&#8217;t think most people appreciate. </strong></p>
<p><strong>The first is the daily requirement to make life or death decisions in a split second without the benefit of adequate information. The class got to use computer simulations (a super video game) where we were put into situations where innocent bystanders and criminals intent upon killing us were mixed together in an daily life situation. With just a quick visual evaluation of the circumstances we had to decide whether to use deadly force (shoot someone). As each class mate went through their scenario the outcomes were usually bad with either the officer getting killed or an innocent bystander being shot.</strong></p>
<p><strong>In my exercise, I came upon a young man waving a gun around. While clearly a deadly threat situation, I didn&#8217;t shoot because he might be an undercover cop. But he continued to wave the gun around despite my repeated orders to drop it. Finally he suddenly started to aim at me. The threat was overwhelmingly so I shot him before he could fire at me.</strong></p>
<p><strong>The object of the exercise was to teach officers to assess a situation quickly. Although the department teaches its officers to use every tool possible to avoid the use of deadly force sometimes it is unavoidable. The key is to figure out the right course in a split second without the benefit of knowing all the facts. It was easy after the fact to play arm chair quarterback and decide what should have been done. The difference was after the exercise we had the benefit of knowing how it was going to turn out and who were the criminals and who were the innocents. In real life an officer doesn&#8217;t have the benefit of knowing who is who and how things will turn out.</strong></p>
<p><strong>The other surprising thing was how much compassion is involved. I took a couple of ride-along with officers to see their daily lives. In my first outing with Sgt. Fisher, we were called to the scene of a suicide. An elderly man in hospice care decided to speed up his departure with a bullet to the head. He was found by his family and neighbors who called police. Upon arriving the officers had to treat the scene as a potential crime. But while they were determining whether it was a suicide or a murder, they were dealing with the grieving family members. In the midst of potential chaos with firefighters, corners&#8217; office personnel, several police officers and a victim&#8217;s advocate along with several family members the officers managed to assess the situation while comforting the grieving family and neighbors.</strong></p>
<p><strong>A couple days later, I rode along with Detective Stacy Collis, the school officer for Green Mountain High School. We started off patrolling the streets around the school to make sure the kids leaving school for lunch were driving in a safe manner. We then got a call to check on an elderly woman who hadn&#8217;t come to work in several days. The stack of newspapers on the doorstep wasn&#8217;t a good sign. Officers broke into the townhome and found the woman dead. Again the scene had to be secured and assessed to determine whether she had died of natural causes or whether a crime was involved. Again this was done quickly and professionally all the while comforting the friends and neighbors who had arrived. With two deaths in as many ride-alongs I was beginning to feel like the bad-luck angel of death.</strong></p>
<p><strong>After leaving this scene we were called to a grocery store where an elderly man didn&#8217;t know how to get home. He was embarrassed and probably had been warned not to drive alone. He didn&#8217;t want to tell us how to contact his family while the officers needed to find someone to come get him.</strong></p>
<p><strong>A couple days later I attended the police department&#8217;s annual awards ceremony. Scores of officers and employees were recognized for extraordinary acts of courage and/or dedication. None of the acts I had witnessed rose to the level of recognition. Instead they were just the daily routine for our officers. While not to take anything from the awardees it seems to me the way our officers manage to professionally enforce the law, treat everyone with respect and help those in need on a daily basis without going crazy in the process is nothing less than heroic. </strong></p>

			<content:encoded><![CDATA[<p>I completed my first annual planning city council retreat in February.  We spent all day Friday and Saturday morning at the Cliff House in Manitou Springs.  Very nice place and got to spend some personal time with other counselors.  Although it was good retreat, I&#8217;m not sure why it couldn&#8217;t have been held in Lakewood.</p>
<p>The first exercise was a personality assessment to learn how best to communicate with each other.  The exercise gave everyone a ranking in four personality types: rule-oriented, conceptual, social and analytical.  Most people were heavily oriented in a couple areas and less oriented in other areas.  For example on a scale of 1 to 100, some people were 5 to 10 in one area and 80 to 90 in other areas.  While I was heaviest in conceptual thinking and lowest in rule-oriented, it came as no surprise that I was relatively equally oriented in all four areas.</p>
<p>We discussed enhancing our efforts to be a more sustainable city.  There was also some discussion on how to modify our current public input process during council meetings to allow more public input.  There was also recognition the city&#8217;s traditional revenue sources are changing and this may require some adjustments in the future.  The one area of disappointment was the requirement to scale back our Ward 4 newsletters from twice a month to once a month.</p>
<p>Adam and I met recently with the Coyote Gulch HOA folks to hear their concerns.  Although most of them were relatively pleased with the actual layout of the baseball field, they were very concerned about the future operations of the field during the baseball season.  They wanted reassurance the city&#8217;s promises regarding the number of games played; Sunday use, evening lights, traffic control, etc. will be kept.  Adam has been working with the Community Resources staff and was told operations will be in compliance with what was promised.</p>
<p>The group is considering forming a broader, more active civic association that could get involved in other issues like a community garden at the park.  The City&#8217;s Advisory Commission has been asked to review the idea of community gardens and make recommendations next month to council.  Adam and I promised to help any neighborhood that wants to form a community group.</p>
<p>Last Saturday morning, Adam and I met with a few people about a problem they have with a neighbor who parks an RV in a small cul-de-sac.  It was a sad situation of one neighbor who was determined to make life miserable for his neighbors.  Unfortunately, as long as the offender stays just within the technical requirements of the law there is very little the city can do to make someone be considerate of others.</p>
<p>Christ on the Mountain Catholic church is holding a fish fry every Friday evening through Lent.  The food is all you can eat for $8.50.  It&#8217;s very good and a real community event with dozens of families participating.</p>
<p>On Feb. 25, I went to two recognition events.  At the Visitors Center, the HCA Alliance recognized donors who bought a brick at the Lakewood Heritage Center in Belmar Park.  That evening the city recognized the many citizens who serve on boards and commissions with a dinner at the Sheraton Hotel.  Coming up on March 10, there will be a luncheon at the Sheraton with Mayor Murphy giving the annual State of the City address.  The luncheon is a fundraiser for the Lakewood Foothills Rotary Club to support its charitable projects in Lakewood.</p>
<p>I attended a meeting of the League of Women Voters that discussed America&#8217;s energy policy.  Since my regular job is an energy economist for the federal government, I was able to contribute to the discussion.  At the beginning of the meeting, a Lakewood police agent visited with the group to answer their questions about crime in Lakewood.  Although there is always some crime anywhere, the agent noted crime in Lakewood is relatively low.  He did share some crime prevention tips on how to enhance one&#8217;s personal safety.</p>
<p>February 21 my daughter and I attended a performance of the King and I at the Lakewood Cultural Center.  A big thanks to the Kimberlin family for inviting us.  The performance by local artists was actually very good and we found it a very enjoyable (and relatively cheap) entertainment for an afternoon.</p>
<p>Coming up  the Jeffco Action Center and Second Wind Fund&#8217;s fundraising breakfasts and the Good News Breakfast.  Also the Boys and Girls Clubs are raising funds to bring Jefferson County&#8217;s first program to O&#8217;Connell Middle School.</p>

			<content:encoded><![CDATA[<p class="pagetext">After a couple weeks off for the holidays, I&#8217;m now back at it with a vengeance. It&#8217;s been crazy with meetings and tours. Met with our state legislators (Betty Boyd, Mike Kopp, Max Tyler, Moe Keller, and Sue Shafer) for breakfast with the city council legislative committee (Adam Paul &#8211; Chair, Stack, Peterson, Baroway and Quinn). They have their plate full with 1 to 1.5 billion dollars in more budget cuts and medical marijuana rules.</p>
<p class="pagetext">GMCA had a successful holiday season with Adopt a Family, Santa Visit to Foothills School and Holiday Lights Contest. Their website site (www.greenmountainestates.org) is improving in leaps and bounds.</p>
<p class="pagetext">Met with business leader Steve Hart of FirstBank to hear business concerns about medical marijuana and Bill Marino (former Planning Commissioner) to discuss plans for an innovations lab. Also met with former Jeffco Sheriff (and Ward 4 resident) Ron Beckham to get a law enforcement perspective on marijuana. Also attended the Lakewood Police Union&#8217;s Holiday potluck.</p>
<p class="pagetext">Attended the January meeting of the ArtsLinkJeffco at the Lakewood Art Council&#8217;s gallery at 85 Union Blvd. to hear about the exciting arts and cultural programs coming to Lakewood. Attended the NARFE (National Active and Retired Federal Employees) monthly meeting to hear about changes in Federal tax laws. Visited West Colfax Community Association.</p>
<p class="pagetext">Attended the quarterly meeting of the Rooney Valley Joint Planning Committee where my ward mate, Adam Paul, was elected Vice-Chairman. At city council, I got the opportunity to nominate my ward mate to be Council President this year. Adam is also chair of the council&#8217;s legislative committee.</p>
<p class="pagetext">My friend Tom Keller invited me to visit an auto club here in Lakewood that displays classic, race and luxury cars. I&#8217;m going to write a news story about this wonderful program and will try to get them to collaborate with the railroad enthusiasts&#8217; club that is hoping to bring a restored electric trolley car to the new RTD Oak Street Station area.</p>
<p class="pagetext">Adam and I held our January town hall meeting a week later than normal (to accommodate the holidays and the rescheduled state legislator&#8217;s town hall). Unfortunately the confusion surrounding the rescheduling caused problems with our normal venue at the Presbyterian Church. So we moved to the Methodist Church on Cedar Blvd. School board member Jane Barnes was the featured guest with a lively discussion of school closings and other educational issues.</p>
<p class="pagetext">Attended Green Mountain High School&#8217;s After prom and Community Connections meetings to keep up on the great work the school is doing. Found out that GMHS has the lowest dropout of any school in Jefferson County (more on these successes later).</p>
